Shannon Stone
Executive Director & Co-Founder
Shannon L. Stone is the Executive Director of Orange Spark, where she leads the development and implementation of entrepreneurship and mentorship programs designed to open doors for young people in the creative and cultural industries. With more than two decades of experience working at the intersection of education, youth empowerment, and community development, Shannon brings both a deep passion for learning and a proven track record of turning vision into lasting impact.
Shannon's love of education is woven into everything she does. Her professional journey began in a Wisconsin elementary school classroom, where she designed an innovative curriculum for students with learning disabilities and discovered that every young person, given the right support, is capable of extraordinary things. That foundational belief has guided her career ever since, from the Philippines to Indonesia, Jamaica to Jordan, and now back home in the United States.
Before joining Orange Spark, Shannon spent nearly two decades with the U.S. Agency for International Development (USAID), where she managed development portfolios totaling hundreds of millions of dollars across multiple sub-sectors. But for Shannon, the work was never about the numbers, it was about the young people and communities behind them. Whether expanding education access for Syrian refugee children, building workforce pipelines in Jamaica, or launching entrepreneurship programs tied to real market needs, she has consistently centered youth voice and community ownership in everything she builds.
What sets Shannon apart is her gift for building authentic partnerships. She has a rare ability to bring together governments, academic institutions, private sector leaders, and local communities around a shared purpose and to make each partner feel genuinely invested in the outcome. She believes that sustainable change only happens when communities lead, and she has spent her career creating the conditions for exactly that.
Shannon holds a Master's in International Education from The George Washington University, a Bachelor's in Special Education from the University of Wisconsin-Oshkosh, and is currently working toward a Certification in Nonprofit Leadership from the University of Wisconsin Eau Claire . She is fluent in English and conversational in Spanish.
Marunga Manda
Chief Operating Officer & Co-Founder
Marunga Manda is the Chief Operating Officer of Orange Spark and Co-Founder of Orange Spark, where he provides strategic and operational leadership across organizational performance, financial accountability, and results measurement systems to measure and document impact. He brings more than 20 years of experience leading strategic development; stakeholder engagement and management; inter-agency and multi-sectoral coordination; monitoring, evaluation, and learning (MEL) initiatives across Africa, Asia, and the Middle East.
Marunga has served in high-level advisory and leadership capacities for development initiatives in Zimbabwe, Iraq, Bangladesh, Indonesia, the Philippines, and Uzbekistan over the course of his development career. He is a technical expert in strategic planning, project design, stakeholder coordination, government engagement, budget management, outreach and communication, field logistics, and performance oversight. Furthermore, his experience in facilitating evidence-based results covers a wide range of sectors, including, youth empowerment, education, health, governance, economic growth, private sector development, climate change, renewable energy, evidence-based decision-making, learning, food security, conflict mitigation, stabilization, and humanitarian assistance and construction.
An artist himself, Marunga is a gifted singer and a proud member of the music group Faith Moves Mountains (FMM). For Marunga, his development work and his music are two sides of the same conviction: that when individuals are brought together with purpose, they can create something truly extraordinary. He brings this same collaborative spirit to Orange Spark, where he works at the intersection of talent development, institutional strengthening, and equitable access to ensure that culture and creativity become a sustainable driver of opportunity for youth.
He holds an MSc in Social Research Skills from the University of Ulster and a BSc (Honours) in Economics from the University of Zimbabwe.
Board Members
Matthew Lovick
Chair, Board of Directors - Orange Spark
Mr. Lovick is a dedicated human and economic development professional with 30 years’ experience in Africa, the Middle East, Eastern Europe, and the United States. He has served as Executive Director, Regional Director, Country Director, and Chief of Party in large multi-donor financed programs focused on youth employment/workforce development, economic growth, public sector reform, finance and market development, small business development, community evitalization, and humanitarian response in 32 different developing countries. From 2005 to 2012, Mr. Lovick served as Africa Director for Mercy Corps directly supervising Country Directors, Chiefs of Party, and Regional Support Staff in Central African Republic, Democratic Republic of Congo, Ethiopia, Kenya, Liberia, Niger, Somalia, Sudan, South Sudan, Tanzania, Tunisia, Uganda, and Zimbabwe. From 1995 to 2004, Mr. Lovick served in various Country Director/Chief of Party roles with Global Communities including the Palestinian Territories during the Second Intifada and in immediate post-war Iraq. He began his journey as a Peace Corps volunteer in Mali, West Africa from 1982-1986.
Mr. Lovick hold a MSc in Urban Planning / Affairs from City University of New York / Hunter College and a BA in Political Science from the University of Michigan. He is a Certified Urban Planner. Mr. Lovick has a 20-year-old son, Quinn who is currently a Junior at Kenyon College in Ohio. Mr. Lovick is an avid fitness enthusiast, spending multiple days a week at the gym. Although currently semi-retired, he travels extensively domestically and internationally in his free time.
Betty Y. Chung
Vice Chair, Board of Directors - Orange Spark
Betty Y. Chung brings over twenty years of executive diplomacy, strategic development, and cross-sector partnership experience to the Orange Spark Board of Directors. As a former senior U.S. diplomat and the current Managing Principal of Jeong Pacific Advisors, she has guided multinational teams through complex environments, successfully leveraging public-private partnerships to achieve sustainable development solutions.
Betty’s collaborative relationship with Orange Spark founders Shannon Stone and Marunga Manda originates from when they served together at the U.S. Agency for International Development (USAID). Based in Manila, Philippines from 2022-2025, Betty oversaw multi-million foreign assistance programs spanning Mongolia and 12 Pacific Island nations - Federated States of Micronesia, Fiji, Kiribati, Nauru, Palau, Papua New Guinea, Republic of Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu & Vanuatu. Betty also served as senior legal counsel for USAID teams in Pakistan, Indonesia and Afghanistan, and as Deputy Assistant General Counsel for Legislation & Policy in the Office of the General Counsel. Earlier in her career, she served as legal counsel for the U.S. Small Business Administration and at the law firm of Arnold & Porter.
Driven by her personal heritage and immigrant experience, Betty maintains a lifelong commitment to building resilient communities and creating foundations for stable futures through education. At Orange Spark, she channels her global expertise to help bridge the gap between creative potential and economic security, ensuring next-generation talent can transform their skills into sustainable livelihoods.
Deeply committed to civic engagement, Betty mentors emerging leaders and champions initiatives that promote peace and advance justice. She is an active member of the Council of Korean Americans and applies her executive governance experience as a founding director for the American Chamber of Commerce in Micronesia and the Pacific Community Trust.
Betty holds a Juris Doctorate from the George Washington University Law School and a Bachelor of Arts in History & International Relations from Brown University. An avid golfer and scuba diver, she resides in Honolulu, Hawaii.
Claudette Anglin
Secretary and Treasurer, Board of Directors - Orange Spark
Claudette Anglin is an accomplished international development professional with more than 12 years of experience leading complex donor programs and building strategic partnerships that strengthen communities across the Caribbean. Throughout her career, she has been driven by a passion for creating opportunities that empower individuals, foster growth, and deliver lasting impact.
In her current role, Claudette oversees a diverse portfolio of public and private grants and contracts, ensuring sound financial stewardship, regulatory compliance, and effective program implementation. Her previous experience includes managing programs that advanced education, youth development, democracy and governance, and human rights, while collaborating with government agencies, nonprofit organizations, educational institutions, and community partners.
Beyond her professional work, Claudette has a deep appreciation for music as an art form and believes in its power to inspire, connect people across cultures, and unlock creativity and confidence. She sees the arts as a catalyst for personal growth and community transformation and is excited to bring both her professional expertise and her passion for music to Orange Spark.
As a member of Orange Spark’s Board of Directors, Claudette is honored to support the organization’s mission of empowering young people through the arts. She is committed to providing strategic leadership, fostering meaningful partnerships, and helping expand opportunities that enable creativity and talent to flourish.
Claudette holds an MBA from the University of the West Indies, Mona and a Bachelor of Business Administration degree from the University of Technology, Jamaica. She is also a certified Project Management Professional (PMP).
